Well, it's a world known for making weapons. So maybe the magic relates to that. Each state might have an affinity for a weapon material found locally -- a different metal or gem or wood, etc. Another possibility would be energy affinity for beam or bolt weapons -- death rays, freeze rays, disintegration rays, heat rays, etc.
